“Who Is Driving The Bus? One Legislator’s Road to Accountability” is the title of State Legislator Diana S Urban’s book documenting her fight to achieve Results (Outcome) Based budgeting in the US State of Connecticut. In my work training organisations in using RBA/OBA, I’ve long realised that learning the principles and getting the buy-in is the easy bit. Turning good intentions into reality is a task of a different magnitude as it involves achieving cultural change; unlearning old ways and doing things differently. Although told in the context of American state government, Diana’s account relates closely to my UK experience and it makes for a stimulating read. It gives hope to those who become frustrated with seemingly unmovable bureaucracies and energy sapping power struggles and reinforces our understanding that change is about sound leadership; patience; collaboration and pragmatism.
