I’ve just submitted my response to the publication by the Northern Ireland Executive of its Draft Programme for Government Framework. This is a radical, outcome focused framework based on Mark Friedman’s Outcome Based Accountability™ (OBA) approach. My comments and recommendations address the structure of the programme rather than the substance and identify some easily correctable language distortions that potential confuse the strategy. I also recommend some consolidation and streamlining that I feel will make what is already a good policy document into an excellent tool for engaging partners and stakeholders in a process of change in Northern Ireland.
