For the last six months I’ve been working with Essex County Council, a large local authority in the UK, supporting officers and elected members through their Transformation Project using OBA as the basis for cultural change. This has involved running 101 introductory workshops for senior elected members, tier 1,2 and 3 officers and operational teams. It’s early days, but early signs of more streamlined planning and contract management are evident as is the adoption of a common language and respect for accountability principles. This document, written by officers from the Council’s strategy unit, is a case study of the story so far.
