In my 20 years of working with Local Authorities, neighbourhood renewal partnerships and NHS bodies in England, Northern Ireland and Wales, I always return to Northern Ireland with renewed optimism fueled by the enthusiasm for the Outcome Based Accountability (OBA) approach in tackling deep seated challenges of social deprivation, none more so than in the Crumlin Ardoyne Neighbourhood Renewal Area. With the support of Manus Maguire from the Cliftonville Community Regeneration Forum, a keen exponent of the OBA approach, the Partnership has published its Renewal Plan which is in my view one of the very best examples of an OBA based strategic plans I’ve seen. It ticks all the boxes: Simple; Common Sense; Plain Language; Minimum Paper and Useful. Some day all Strategic Plans will look this! I shared the plan with OBA originator Mark Friedman who commented: …”the Crumlin Ardoyne Neighbourhood plan is excellent and it ranks right up there with the best RBA/OBA plans of the last 20 years.” Praise indeed.
